The French bill on online gambling - second reading in the national Assembly
French deputies began Tuesday, March 30th, the second reading of the online gambling bill and everyone is eager to hear what novelties the new examination brings.
By legalizing online poker, sports betting and horse races, the new law challenges the French traditional gambling monopolies - "La Francaise des Jeux" (French national lottery) the PMU (Pari Mutuel Urbain) and last, but not least, the brick-and-mortar casinos. Passed on first reading by the National Assembly on October 13th, the bill was also adopted by the Senate on February 24th.
With this bill, the government aims to regulate online gambling, currently illegal in France. The text stipulates the creation of an independent regulatory authority - the Arjel - that will be responsible for allocating licenses to Internet gaming operators.
In return for this five-year renewable license, the sites must meet a precise specification. What is more, sanctions against illegal sites will be tightened: the organization of illegal internet gaming will be punished up to three years in prison and €45,000 fine.
The bill also provides the creation of a Gambling Advisory Committee, under the authority of the Prime Minister. This will be in charge of centralizing the information from regulators and gaming operators, advising on all gaming issues and informing the public about the compulsive gambling.
The schedule for the new law coming into force is tight: the government hopes that it will be ready prior to the next Football World Cup in June 2010.
